The eGovernment Benchmark compares how governments deliver digital public services across Europe. It has become an internationally recognised study that sheds light on eGovernment in 36 European countries by evaluating so-called life events based on specific indicators. Life events include packages of government services that support citizens or entrepreneurs through key points of their lives, such as the birth of a child or starting a business. The Commission's global eGovernment maturity percentage for 2021, taking an average of the 36 countries, is 68%, and the most digitally enabled government is Malta at 96%. Overall, 81% of the evaluated services are already available online.

While the pandemic served as a catalyst for digitization in some areas, the crisis has not been a panacea for digitally transforming public administrations, and significant disparities remain, such as:

85% of central government services are available online, compared to 59% of local services.
91% of business services are online, compared to 77% for citizens.
Cross-border users can access less than half (43%) of the services online.
