Los acontecimientos recientes han multiplicado las preocupaciones sobre la posible fragmentación de Internet en una multitud de "splinternets" no interoperables y desconectados. Compuesto por miles de sistemas autónomos compatibles, Internet está por definición técnicamente dividido. Sin embargo, Internet también fue diseñado para ser una infraestructura técnica abierta y global. La unidad y la apertura de Internet parecen estar bajo una gran presión de los desarrollos políticos, comerciales y tecnológicos. Este informe explora las implicaciones de las políticas recientes de la UE en este ámbito, así como las oportunidades y los desafíos para los Estados miembros y las instituciones de la UE a la hora de abordar la fragmentación de Internet. Subraya cómo las recientes propuestas legislativas de la UE –sobre la Ley de Servicios Digitales, la Ley de Mercados Digitales, la Ley de Inteligencia Artificial y la Directiva NIS 2– podrían ayudar a abordar los patrones de fragmentación, pero también tener limitaciones y consecuencias potencialmente no deseadas. Surgen cuatro estrategias posibles: permanecer con el statu quo, abrazar la fragmentación, resistir los patrones de divergencia o enmarcar las discusiones como una cuestión de derechos fundamentales. |
