Resumen: Migration and the digital transformation of government are two trends with pronounced effects on the EU. The following study examines how administrations can make use of (innovative) ICT to ease the journey and integration of migrants, making use of electronic identification (eID) to facilitate their access to services. Based on the analysis of 12 case studies, the report identifies trends in the use of innovative ICT for this purpose, and best practices for future initiatives. Building on this, the study presents three scenarios for EU action: development of an EU eIDAS credentials for migrants; creation of self-managed accretionary identities for migrants; and interoperability of third party eID schemes used by migrants. Building on the latter scenario, the report presents recommendations for a pilot programme aiming at third party eID schemes to access public and private services relevant to migrants. A series of work packages have been identified supporting the identification of existing eID schemes and relevant services, analysing the technical integration possibilities, as well as assessing use cases and next steps. The report closes with general policy recommendations for the European institutions and EU Member State.
