The core objective is to deliver one of the key actions of the European Strategy for Data by making a first attempt to develop a strategic analytical framework for estimating data flows. This framework will enable a continuous analysis of data flows in the field of cloud computing across Europe and between the EU and third countries. Therefore it can also be used as an economic intelligence tool to support future evidence-based EU policy, trade and investment decisions. The study is also expected to provide macroeconomic evidence on volume and trends in data flows to support the evaluation of the Regulation on free flow of non-personal data.
