The European Commission's (EC) Framework Programme (FP) constitutes an important share of R&D expenditures in Europe. Many EC-funded research projects produce cutting-edge technologies. In order to get a better understanding of the potential for the project’s results to succeed in the market, the Innovation Radar (IR), a joint DG CNECT-JRC initiative, was launched in 2014 to identify high-potential innovations and innovators in EC-funded research projects. Its objective is to maximise the outcomes of public money spent on research. Today, the IR provides up-to-date intelligence on the innovative output of EU-funded research projects and guidance on how to leverage this by suggesting a range of targeted actions that can help these innovations to fulfil their potential in the market place. Recognizing the fact that the support of the public sector of research and innovation lays the foundations for new technologies, industries and markets, this report presents the Market Creation Potential Indicator (MCPI) and applies it to the innovations coming out of the EC-funded FP research projects. This way, it contributes to the creation of a toolset to measure and assess the market-creating effects of public R&I policies
