This is well understood in Europe and throughout the EU states are working on ways to strengthen their AI ecosystem, integrate AI in the private sector, and support the use of AI in the public sector. The EU institutions are working at regulating AI, most recently by proposing the world’s first comprehensive plan to regulate artificial intelligence, as well as through a focus on trustworthy and ethical AI. This study aims to support the work of the Special Committee on Artificial Intelligence in a Digital Age (AIDA) by providing an analysis of the geopolitical impact of AI. It discusses the way that AI impacts the European Union’s geopolitical power and its relationship with other countries. Six areas are being discussed through which AI may change the international balance of power: 1) AI’s role in Sino-American competition 2) AI’s use for authoritarian control and weakening of democracy 3) AI nationalism 4) AI’s contribution to the rise in power of the private sector versus the state 5) AI’s impact on military power and the defence sector 6) the possibility of a development of Artificial General Intelligence (AGI) with potentially wideranging repercussions.
